City of Edmonton Co-Located Dispatch and Emergency Operations Centre

Edmonton’s new Co-Located Dispatch and Emergency Operations Centre supports quick, concise first responders’ communications between public and emergency agencies during extreme heightened public emergency events, as well as daily responder and dispatcher needs. This project is an extension of consulting services that IBI Group provides to operations centres, which goes beyond the traditional systems and interior design to encompass complete building layout and full architectural design.

IBI Group was retained by the City of Edmonton as Prime Consultant, Architect of Record, and Co-Design Architect to design the new Co-Located Dispatch and Emergency Operations Centre (CD-EOC), bringing together the various City emergency services. The CD-EOC accommodates call centre and dispatch services for the Edmonton Police Service, the Edmonton Fire Rescue Services, and the City’s Community Standards branch.

When designing the CD-EOC, the design team focused on enhancing all aspects of operations through a functionality-based approach to meet the current and future user needs of each agency, incorporating advanced integrated technologies into their workplaces. The building is a secured facility with no uncontrolled public access, with a required 25m setback for increased separation from public roadways.

The primary function of the CD-EOC is a call evaluation and dispatch centre for both police and fire services, with the necessary office space and amenities to support these functions. During large-scale emergency situations, an Emergency Operations Centre is activated and is able to accommodate representatives from all first responder agencies, plus additional personnel.

This facility is positioned on a site adjacent to the Edmonton Police Service Northwest Police Campus facility that IBI Group recently completed. It is the second in a series of buildings forming part of an overall master-planned police campus.
